Jetstar amended their fare structure today which now runs as follows:

Economy:

Starter – Carry on baggage only. Pay for checked baggage. Non changeable. Non refundable.

Starter Plus – Carry on baggage only. Pay for checked baggage. Free standard seat selection. Free changes as permitted by fare rules. Name changes permitted. QANTAS Frequent Flyer points and status credits at Discount Economy rate awarded.

Starter Max – Carry on baggage only. Pay for checked baggage. Free any seat selection. Free changes as permitted by fare rules. Tickets are refundable. Name changes permitted. Re-routing permitted. QANTAS Frequent Flyer points and status credits at Economy rate awarded.

Business – Travel on Business (formerly Star Class) on A330-200 services. Free checked baggage. Free any seat selection. Free in flight catering, entertainment and amenity pack. Date, name and route changes permitted.

Business Max – Travel on Business (formerly Star Class) on A330-200 services. Free checked baggage. Free any seat selection. Free in flight catering, entertainment and amenity pack. Tickets are refundable. Date, name and route changes permitted. QANTAS Frequent Flyer points and status credits at Business Class rate awarded. Lounge Access at Qantas Club, Gold Coast and partner lounges permitted.

In summary this means it is no longer possible for Economy passengers to purchase any fare with inclusive checked baggage allowance. Star Class is renamed Business and the base tickets have lounge access, QANTAS frequent flyer point accrual and the ability to refund removed. These benefits are reserved for the new Business Max level. Business Max fares appear to be set AU$200 per way above the standard Business fare.
